ABSTRACT Brazil has advanced in export volume but has not been able to increase prices over the last decade for wood products. This work seeks to contribute to the understanding of this conflicting scenario, evaluating the growth in the revenue of Brazilian exports of these products during two periods: 2011-2015 and 2016-2020, as well as decomposing its effects in price, exchange rate, and volume. The method applied was the shift-share, widely used to identify determinants of sectoral and regional economic growth, being a precursor to the approach in the analysis of forest sector exports. Historical series for 5 (five) categories of wood products were analyzed, with export data from the Ministry of Economy. The historical series of nominal exchange rates from the Institute of Applied Economic Research (IPEA) was used. The real effective exchange rate (RER) followed the methodological note of the IPEA. All product categories analyzed had positive effects in terms of volume, for both periods, with a greater proportion in the second being driven by the exchange rate, although with a loss in real price, failing to offset inflation. The only exception was wood manufacturers, a product with higher added value, which presented gains in volume, exchange rates, and price. The volume effect was the most relevant, followed by the exchange rate as a result of the appreciation of the dollar against the real against the exchange rate and control of inflation in terms of the divergent effects on the national and international scenario. The price presented negative variations in export revenue, with a decline over the period. In addition to the added value of exported products, world stocks and levels of consumption may have contributed negatively to this scenario, affecting all categories of exported products, except for manufactured wood products, the only category that did not reflect such justifications.

RESUMO O Brasil avançou em volume de exportação, mas não conseguiu aumentar preços ao longo da última década para os produtos de madeira. Este trabalho busca contribuir com o entendimento deste cenário destoante, avaliando o crescimento na receita das exportações brasileiras desses produtos durante dois períodos: 2011-2015 e 2016-2020, bem como, decompondo seus efeitos em preço, câmbio e volume. O método aplicado foi o shift-share, amplamente utilizado para identificar determinantes do crescimento econômico setorial e regional, sendo precursora a abordagem em análise de exportações do setor florestal. Foram analisadas séries históricas para 5 (cinco) categorias de produtos de madeira, com dados de exportação do Ministério da Economia. Utilizou-se a série histórica de taxa de câmbio nominal do Instituto de Pesquisa Econômica Aplicada (IPEA). A taxa de câmbio efetiva real (TCR) seguiu a nota metodológica do IPEA. Todas as categorias de produtos analisadas apresentaram efeitos positivos em volume, para ambos os períodos, com maior proporção no segundo, sendo impulsionado pelo câmbio muito embora com perda em preço real, não conseguindo compensar a inflação. A única exceção foi com manufaturas de madeira, produto de maior valor agregado, que apresentou ganhos em volume, câmbio e preço. O efeito volume foi o mais relevante, em seguida o câmbio como reflexo da valorização do dólar frente ao real em face da taxa de câmbio e controle de inflação em termos dos efeitos divergentes no cenário nacional e internacional. O preço apresentou variações negativas na receita de exportação com queda ao longo do período. Além de valor agregado dos produtos exportados, estoques mundiais e níveis de consumo podem ter contribuído negativamente com este cenário, afetando todas as categorias de produtos exportados, exceto produtos manufaturados de madeira, única categoria que não refletiu tais justificativas.

Resumo O “acesso livre” aos produtos florestais não-madeireiros vem gerando uma série de questões críticas para o governo e para o setor florestal. Nesse contexto, a exploração sustentável dos produtos florestais não-madeireiros é apontada como uma importante estratégia para a conservação da biodiversidade e também para a geração de renda e qualidade de vida das populações rurais. O município de Guaratuba é composto em sua totalidade pela Área de Proteção Ambiental (APA) de Guaratuba, onde vivem populações tradicionais que têm o extrativismo intrínseco aos seus costumes. Assim, este trabalho visa identificar os fatores limitantes da gestão dos produtos florestais não-madeireiros da Mata Atlântica do litoral do Estado do Paraná. A coleta de dados foi baseada em entrevistas com 70 famílias moradoras da APA de Guaratuba, das quatro unidades de gestão: Morro Grande, Estrada do Castelhano, Caovi-Cubatão e Baia de Guaratuba. Os dados foram submetidos à análise SWOT. Como principais resultados, cada comunidade mostrou-se heterogênea no seu sistema produtivo de uso e comercialização de produtos florestais não-madeireiros. A avaliação das fortalezas e fraquezas dos sistemas de produção avaliados indicam que a região de estudo se mostra adequada para o desenvolvimento de atividades com produtos não-madeireiros. Conclui-se que a sustentabilidade da atividade não madeireira na região está longe de ser alcançada. Programas de conservação devem reconhecer que existe, nas Áreas de Proteção Ambiental, um alto grau de ocupação humana em que oportunidades de capacitação, superação de carência de recursos econômicos e básicos de saúde e infraestrutura devem ser sanados com urgência. Dessa forma, a atividade não madeireira, na forma como está sendo gerida, não pode ser considerada como estratégia de desenvolvimento para as comunidades, no entanto, se observadas as questões levantadas neste estudo, podem tornar-se atrativas.

Abstract The "free access" to non-timber forest products raises several critical issues for both government and industry. In this way, a sustainable management of non-timber forest products is referred as an important strategy for the biodiversity conservation as well for income generation and a life quality enhancer of rural populations. The municipality of Guaratuba is encompassed by the Guaratuba Environmental Protection Area (EPA), where the traditional population lives and carries out the extractivism activity that is intrinsic to their customs. Therefore, this work aims to identify the limiting factors for the management of the non-timber forest products in the Atlantic Forest biome, on the coast of the state of Paraná. The data collection was based on interviews with 70 families living in Guaratuba’s EPA, from the four management units: Morro Grande, Estrada do Castelhano, Caovi-Cubatão and Baia de Guaratuba. The data was submitted to SWOT analysis. Each community is heterogeneous in its productive system of use and commercialization of non-timber forest products. The evaluation of the strengths and weaknesses of the evaluated production systems indicates that the region of study is suitable for the development of activities with non-timber forest products. It is concluded that the sustainability of non-timber activity in the region is far from being achieved. Conservation programs should recognize that in the Environmental Protection Areas there is a high degree of human occupation, where opportunities for training, overcoming the lack of economic and basic health and infrastructure resources must be solved as a matter of urgency. Thus, non-timber activity, in the way it is managed, cannot be considered as a development strategy for the communities, however, if the issues raised in this study are addressed, the activity can become attractive.

Resumo O objetivo deste artigo é analisar o comportamento das exportações de produtos madeireiros do setor florestal após a desvalorização cambial, a partir de 2012. O método de avaliação de impacto foi o de diferença em diferenças (DD). Os resultados apontam que, apesar de as exportações representarem, em média, volume menor que a comercialização doméstica, elas tiveram variação absoluta mais expressiva com a desvalorização da moeda brasileira, a partir de 2012. A expressiva queda do real frente ao dólar possibilitou uma trajetória do volume de produtos madeireiros exportados mais positiva que na hipótese de sua inexistência. Contudo, políticas públicas de inclusão do pequeno produtor e empresários do setor madeireiro poderiam ter possibilitado resultados ainda mais satisfatórios, além de se tratar de políticas de emprego e renda.

Abstract The objective of this paper is to analyze the behavior of wood forest products exports after the exchange rate devaluation, which has started in the second half of 2012. The method of impact evaluation was the difference in differences (DD). The results show that, although exports represent, on average, a smaller quantity than domestic trades, they registered a more significant absolute variation, with the exchange devaluation. The significant exchange rate devaluation resulted in a positive trajectory of the volume of shipped wood products than in the hypothesis of its non-existence, verified by comparing the rate of change with the counterfactual of the treated group. However, public inclusion policies of the small producer and entrepreneurs of the sector could have led to even more satisfactory results, in addition to being inclusive policies.

ABSTRACT This study aims to show the organizational capacity and structure of the forest management system of the State of Amapá, Brazil. The research was based on the principles applied in Public Administration functions. We found that forest management in Amapá is performed by four State agencies consisting of two management systems that act on the production side, with one being in direct administration as the formulator of forestry policy, and one being an autonomous agency linked to the previous one as executor of forestry policy, and the other two systems being more directly linked to protection, with one being a formulator of environmental policy and the other its executor. There was a statistically significant correlation between the perceptions of public officers and the users of institutions regarding the organizational system. Some conflicts were observed between the four institutions in terms of forest administration responsibilities. We concluded that the maintenance of the existing forest coverage is not directly due to institutional capacities.

RESUMO Este trabalho analisou a evolução dos componentes do custo da fabricação do compensado e do preço pago aos fabricantes, além de identificar a influência das varáveis macroeconômicas envolvidas. A pesquisa foi realizada com base nos preços e custos do período entre 2005 a 2012. Foram calculados os Índices de Preço com os dados reais médios anuais deflacionados para dezembro de 2012, e para avaliar a relação existente entre os dados e as variáveis macroeconômicas, utilizou-se o coeficiente de correlação de Pearson. Os resultados indicaram o aumento de 0,08% nos custos reais da cola ureica e a redução de 2,7%, 4,7% 9,9% e 11,7% do custo dos insumos: energia elétrica, cola fenólica, serrado e diesel, respectivamente. Todavia, tal diminuição foi bastante inferior se comparada com a diminuição de 26% do preço recebido pela indústria pelo compensado no período analisado. As lâminas de madeira, no entanto, acompanharam a redução nos preços e tiveram uma queda de 25%, em contrapartida, a mão de obra teve um aumento de 63%. Observou-se uma queda mais acentuada no preço do produto final do que nos custos unitários dos insumos. A análise realizada permite uma compressão da margem de contribuição e a grande influência das variáveis macroeconômicas no preço de venda e nos componentes do custo de produção da fabricação do compensado.

ABSTRACT This paper analyzed the evolution of the components costs of the plywood production and the prices paid to the industry and also identified the influence of macroeconomic variables in this evolution. The survey was conducted based on costs and prices between 2005 and 2012. The Price Indexes were calculated with the average of the annual real data deflated for December 2012 and, to assess the relation between the data and the macroeconomic variables, Pearson's correlation coefficient was used. The results indicated an increase of 0.08% in real costs of the ureic glue and a reduction of 2.7%, 4.7% 9.9% and 11.7% of the input costs: electricity, phenolic glue, sawn wood and diesel, respectively. Nevertheless, this decrease in the inputs costs was much lower than the 26% decrease in the price received by the plywood industry in the analyzed period. The veneer wood, however, followed the reduction in prices and had a fall of 25%; in contrast, the workforce had an increase of 63%. There was a sharper drop in the price of the final product than the unit costs of inputs. The analysis allows a compression of the contribution margin and a large influence of macroeconomic variables in the sale price and in the components of the production cost of manufacturing plywood.

RESUMO O objetivo deste estudo foi analisar os indicadores de competitividade no comércio exterior do produto mel natural, entre 2000 e 2011. Em 2000, o Brasil iniciou a inserção desse produto no mercado internacional, ganhando rápida projeção como país exportador. No entanto, ainda ocupa posição intermediária entre os principais exportadores mundiais. O problema analisado neste estudo está relacionado com a competitividade desse produto, no mercado, a partir de indicadores econômicos. Os procedimentos metodológicos utilizados para verificar a competitividade foram o modelo constant market share e o índice de vantagem comparativa revelada (IVCR). Constatou-se que o quantum e o valor exportado apresentam tendência de crescimento e de flutuações no mercado internacional. No período estudado, a China e a Argentina destacavam-se como os principais exportadores mundiais de mel natural e o Brasil era o sétimo maior exportador. Conclui-se que o País apresenta competitividade no mercado externo de mel natural e padrões de eficiência e de utilização de recursos semelhantes aos vigentes no mundo, além de potencial para ampliar sua participação, com um produto competitivo e diferenciado.

ABSTRACT The objective of this paper is to analyze the indicators of competitiveness in foreign trade of natural honey product between the years 2000-2011. Brazil, from 2000, initiated the insertion of this product in the international market, gaining rapid recognition as the exporting country, however, still occupies an intermediate position between the world's major exporters. The problem to be studied is the competitiveness this product in the international market from economic indicators. The methodological procedures used to verify the competitiveness abroad are the Constant Market Share Model and Index of Revealed Comparative Advantage (IVCR). It was observed that the quantum and export value have a tendency of growth and fluctuations in the international market. The main exporters are China and Argentina, Brazil is the seventh exporter in the study period. We conclude that Brazil has competitiveness in foreign markets natural honey and standards of efficiency and use of resources similar to those prevailing in the world, and has the potential to increase its share, with a competitive and differentiated product.

RESUMO O objetivo deste artigo foi gerar informações econômicas sobre plantios de seringueira (Hevea spp.) inseridos no mercado de carbono no âmbito do mecanismo de desenvolvimento limpo (MDL) e implantados no estado do Acre. Para tal, considerando dados sobre os projetos locais de seringal de cultivo, foram quantificados o Valor Presente Líquido (VPL) e o Valor Esperado da Terra (VET), assim como a Taxa Interna de Retorno (TIR) desses plantios. Dos resultados gerados, concluiu-se que os reflorestamentos com seringueiras destinados ao sequestro de carbono no âmbito do MDL Florestal, apresentam potencial para serem viáveis, caso implantados no Acre e, assim, fortalecerem a economia de base florestal dessa região, desde que a sua renda não sofra uma queda de 20%, ou mais, em relação ao valor médio obtido neste estudo.

ABSTRACT The objective of this paper is to generate economic information on rubber tree (Hevea spp.) plantations included in the carbon market under the clean development mechanism (CDM), deployed in the state of Acre, Brazil. To this end, considering data from local heveiculture projects, Net Present Value (NPV), Land Expectation Value (LEV), and Internal Rate of Return (IRR) were quantified for theses reforestations. Based on the results obtained, we conclude that reforestation with rubber trees for carbon sequestration under Forestry CDM may be feasible in the state of Acre, thus strengthening the forest-based economy of the region, provided that the income generated from these plantations is not reduced by more than 20% compared with the average value obtained at the time of this study.

RESUMO O objetivo do trabalho foi analisar o comportamento do mercado da castanha-do-Brasil com casca produzida pelo Brasil no período de 2000 a 2010. Para isso, identificaram-se quebras estruturais nas séries de dados utilizadas; investigou-se a existência de correlações entre as variáveis preço, quantidade e valor; e descreveram-se os deslocamentos das curvas de oferta e demanda da castanha-do-Brasil com casca produzida pelo país nesse período. O modelo de tendência foi utilizado para identificar a direção dos deslocamentos das curvas, por meio do cálculo das taxas de crescimento do preço pago ao coletor e da quantidade produzida. Para o período integral (2000-2010) houve deslocamento positivo da curva de demanda. Porém ao se analisar separadamente os subperíodos identificados pelo teste de Chow (2000-2005 e 2006-2010), verificou-se um deslocamento negativo da oferta no primeiro subperíodo e um deslocamento positivo da oferta no segundo subperíodo. Os resultados mostraram que o mercado de castanha-do-Brasil está crescendo e que as políticas de incentivo do governo à atividade foram efetivas.

ABSTRACT This paper aimed to analyze the market behavior of in shell Brazil nuts produced by Brazil during the period of 2000 to 2010. In order to do it, structural brakes in the data were identified, the existence of correlations between the variables price, quantity and value was investigated; and the shift of the supply and demand curves was described for the nuts production. The trend model was used to identify the direction of the shift, by calculating the growth rates of national prices and of produced quantities. When analyzing the whole period (2000-2010), there was a positive shift of the demand curve, but when separately analyzing the two sub periods defined by the Chow test (2000-2005 and 2006-2010), a negative shift of the supply curve was identified on the first sub period, while the second subperiod revealed a positive shift of the supply curve. The results showed that the market of Brazil nuts is ascending and that the government’s incentive policies to the activity were effective.

Este trabalho teve como objetivo descrever a dinâmica das exportações do mel natural brasileiro no período de 2000 a 2011. Para o desenvolvimento deste artigo foi realizado o levantamento bibliográfico sobre as exportações de mel natural utilizando fontes de consulta como: Sebrae, IBGE, sistema Aliceweb, dados do UNcomtrade. Também foi aplicada a metodologia Razão de concentração para definir o grau de concentração; para esse cálculo utilizou-se a participação dos quatro e oito maiores mercados internacionais brasileiros. Os resultados demonstraram que o Brasil saiu de um volume baixo de exportações para chegar no ano de 2011 ocupando o quinto lugar nas exportações mundiais, tendo como principais países de destino, nomeadamente, os Estados Unidos, Alemanha, Reino Unido, Canadá, Espanha e Bélgica. Estados Unidos e Alemanha participaram com mais de 80% do total exportado pelo país no período estudado, evidenciando uma alta concentração de mercado, comprovada pela metodologia aplicada.

This study aimed to describe the dynamics of the Brazilian exports of natural honey in the 2000-2011 period. To this end, a literature survey on exports of natural honey was carried out at the following reference data sources: SEBRAE, IBGE, Aliceweb, and UNcomtrade. The concentration ratio (CR) methodology was also applied to define the degree of concentration; this calculation was based on the participation of the four and the eight largest Brazilian export markets. The results showed that Brazil evolved from a low volume of exports in 2000 to the 5th place in world exports in 2011, exporting mainly to the United States, Germany, United Kingdom, Canada, Spain and Belgium. The United States and Germany participated with more than 80% of the total Brazilian exports of natural in the period studied, indicating a high market concentration proven by the methodology applied.

Objetivou-se, neste estudo, identificar e prospectar o comportamento futuro dos fatores críticos de desempenho da cadeia produtiva de energia a partir de biomassa de origem florestal, bem como as demandas de capacitação e de pesquisas. O estudo teve como área de abrangência os municípios da região de Lages, no Planalto Sul de Santa Catarina. Utilizou-se como metodologia a abordagem de prospecção foresight, desenvolvida através da projeção de especialistas com base no seu próprio conhecimento, mediante a aplicação de questionário Delphi, contemplando os elos da produção florestal e da indústria e a geração de energia. As principais conclusões foram: a) há disponibilidade de resíduos florestais para uso na geração de energia, sendo necessária a readequação do processo de colheita florestal; b) investimentos na qualificação de recursos humanos e em novas tecnologias nos processos industriais são requeridos para melhor aproveitar os recursos florestais; e c) tende a haver aumento do uso da biomassa de origem florestal para a produção de energia.

This paper aims to identify and prospect the future behavior of a critical fact about the biomass energy productive chain in an original forest, as well as to check the needs of training and research demands to improve its competitive performance. The study had as its inclusion area the municipal districts of the area of Lages, in the South Plateau in Santa Catarina. Foresight approach was the methodology used, developed through the specialists projection based on their knowledge, by applying a Delphi questionnaire, and contemplating the segments of the forest production, industry and generation of energy. The main conclusions were: a) readiness of forest residues exists to use for the production of energy, it has been necessary to adapt the process in forest crop; b) investments and qualification in human resources and new industrial technology processes are required for taking better advantage of forest resources; and c) the production of energy by using the biomass in the original forest might grow.

Neste trabalho foi abordado o grau de substituição de seis espécies da Amazônia no mercado internacional de madeira serrada. Utilizou-se como base metodológica o modelo de elasticidade de substituição. Os dados usados no modelo são mensais e foram coletados na Secretaria de Comércio Exterior do Brasil (SECEX) para o período de janeiro de 1996 a setembro de 2007. As espécies analisadas foram: mogno (Swietenia macrophylla), cedro (Cedrela spp.), virola (Virola surinamensis), louro (Nectandra spp. e Ocotea spp.), angico (Anadenanthera spp.) e ipê (Tabebuia spp.). As elasticidades estimadas indicaram que todas as espécies são boas substitutas ao mogno. Para as espécies que possuem características físicas diferentes, pode-se inferir que fatores de mercado relacionados à garantia de fornecimento do mogno influenciaram os resultados encontrados. Em geral, os resultados sugeriram uma semelhança entre as espécies consideradas nobres (mogno, ipê e cedro) para o mercado internacional, indicando-as como boas substitutas entre si.

This work analyzed the level of substitution of six Amazonian species on the international sawnwood market, by employing the substitution elasticity model. Data supplied by the Brazilian Department of Foreign Trade (SECEX) was collected monthly from January/1996 to September/2007. The species analyzed were: mogno (Swietenia macrophylla), cedro (Cedrela spp.), virola (Virola surinamensis), louro (Nectandra spp. e Ocotea spp.), angico (Anadenanthera spp.) e ipê (Tabebuia spp.). The elasticities indicated that all of the species as substitutes for mogno. For the species which possess different physical characteristics, market factors probably related to the supply guarantee of mogno have influenced these results. In general, the results suggested a similarity among the species considered noble (mogno, ipê and cedro) on the international market indicating them as good substitutes among themselves.
